Patrick Goulbourne

Operational Resilience, NILO National Coordinator, London Fire Brigade

Patrick Goulbourne is the London Fire Brigade (LFB) Deputy Assistant Commissioner (DAC) for Operational Resilience (OR) and the current Chair of the Equality Support Groups (ESG). He is also the National Inter Agency Liaison Officer (NILO) coordinator for the United Kingdom. He was promoted to DAC in 2017 having served as Borough Commander in Islington, Tower Hamlets, and fire stations in north east and central London. 

OR deliver the LFB response to events (pre-planned or spontaneous), Blue Light Collaboration, Protective Security, NILO and the LFB operational lead to London Resilience. This includes the response to terrorism including MTAs, smoke filled environments, public order, major and high threat incidents including Chemical, Biological, Radiation, Nuclear, explosive discharge (CBRNe).

He responded in various command roles to the terrorist attacks at Westminster Bridge, London Bridge, Finsbury Park, Parsons Green, Fishmongers Hall and fire at Grenfell Tower. During the current CoVID-19 Pandemic he is the current Brigade Coordination Manager
